The movie continues the story of Chev Chelios, who survives the fall at the end of the first film. This time, gangsters steal his heart and replace it with an artificial one that needs constant electric shocks to keep working. Chev races across Los Angeles to get his real heart back while constantly finding ways to recharge his body.
